You can get the Legal Action II Pulse Rifle as a world random drop or from legendary engram packages / vendors. Good luck getting your new Godrolls! This weapon does not have any of the new Stasis Perks and other new rolls in the game but does feature a huge improvement since it’s Year 1 version.

My first on was heating up rampage was happy
I got rampage, feeding frenzy, small bore and tactical mag for my first drop.
I got hammer forged rifling tactical mag killing wind and thresh
