I really hope that Bungie will realize this soon, because it is getting annoying as hell now. You are so correct , bungie truly needs nerf that gun
I can 100% confirm that on console it has been broken for two seasons. The reason Bungie don’t do anything is that all the biggest players are on pc now and they only listen to them.

I think that arbalest is broken for a few reasons :
1) Very low zoom scope /very simple red dot scope (makes it easier to track targets)
2) it has a 61 Aim assist rating (Beloved/Adored have 68, Revoker only 41 for comparison)
3) Arbalest is a linear fusion and therefore has the same conection based problems as other L-fusions or regular fusions.
Meaning: When shooting Arbalest the server gets confused for a short time wether the scope was on target, at the moment of the shot or not. Because of that the server checks a few frames before and after the actual shot which makes it look like you were off target but still hit the shot.
4) Arbalest damage is rediculus, making it possible to 1 hit bodyshot someone with smth like inertia override, stasis dmg buff, or a titan bubble. Since Revoker has been sunset Arbalest is among the only primary guns to have that potential,this opens up all the competitive energy weapons in the game (summoner/Last dance/Not Forgotten(for QP/Elims/Comp)/etc. )
