I would rather use this sniper in pvp. I mean the roll I got was moving target and snapshot.
These weapons went from the most meh I have seen in an expansion to the coolest math I have ever seen.

I got this sniper with Extended Mag, Reconstruction and Vorpal Weapon. 8 rounds and it is NASTY.
This means!! Tactical mag is better cause you can use boss spec and no reload negative

Where dps actually matters is in the raids. In wish, the only place youd be using a sniper to dps is legit riven. In each of her dmg phases you would not have enough time for Extended/Backup (EB) to catch up to TS. Also note that the only time youd be using a sniper as a dps option is with anarchy or your using an machine gun.
In Garden, anarchy does not work on either of the bosses, so you wouldnt really be using this weapon there for dps.
Finally, in Deep Stone Crypt the boss youd use a sniper on is Taniks. If you do the 4 bomb strat the dmg phase lasts long enough to get your entire reserves out, regardless of the roll. So then youd want as much total dmg as possible, and TS does more dmg per bullet. Sure, your dps may actually be lower than someone with EB, but your up-time and total dmg is higher, which is more important in a long dps phase like Taniks.
Finally, in general play you want each bullet doing as much dmg as possible, as it could possibly take one less bullet to kill an enemy. All in all, I feel TS is superior to EB.

Honnestly for regular PVE, I would choose Recombination. It's x2 damage for the first shot (which is almost equal to 7 shots with vorpal) but you can use it the shred majors as well like you would do with Izanagi. It falls behind in boss DPS if the damage phase is too long, but the utility of that shot is quite good.
don’t sleep on recombination! i think it just about doubles the damage on the first shot. very nice when paired with reconstruction!

I've got arrowhead, accurized, no distractions, and snapshot with a range masterwork. I'm perfectly content with that one.
