According to Massive Breakdown one dex mod should be the equivalent to +20 handling but only to stow and ready, NOT ads; two stacked should be +30. It is a percentage-based buff and it thus stacks with the actual handling stat even at 100. Two dex mods on Adored is the equivalent to 82 handling for stow and ready, close enough to quickdraw's 100 handling.

Brave I don’t know if you heard but the armor perks all moved to enhanced but doesn’t show it so hand cannon targeting is actually enhanced so if you have the 1 mod from the artifact you can run that with 1 sniper targeting mod hence with everything else dexterity and more

2 sniper scavengers I run around with 10+ ammo at all times must have, nothing like spamming sniper bullets
What shader are you wearing?
Draw speed and ready speed are not that important for snipers, especially if you use a primary to clear sniper body shots, better use dex on that. You mainly need more ADS speed, and that is why you need targetting on head. That is pretty much all. As far as scavengers, yes they are useful, but mostly for good players who will stay alive long enough to take advantage of the +1 in the brick.
