The third Penguin Souvenir is located in Eventide Ruins, by the stairs leading up to the Bunker E15 Lost Sector. The penguin is frozen in a block of ice, to get it out you’ll need to use a Scorch cannon. Ferkis is hanging around the gravity lift that goes up to Riis-Reborn.
